Gimp.
Alpha to Logo.
Alien Neon.
You might have to create an Alpha Channel. If so...
Select All -> Layer -> Transparency -> Color to Alpha -> and don't forget to "Flatten" your image when done.
That is the basic, VERY basic, tutorial.
